Message and the perfect center of the crankshaft. The goal is to get a perfect radius ray from the center of the crank shooting through whatever degree of timing you want.

if the timing indicator on the lower t-belt cover was straight and not curved like it is and did not have regular intervals then I would say to view it from the very top.
