You sure the play isnt in the inner tie rods? Is it exactly the same on both sides? Is the steering wheel unlocked when you do this? To make sure have someone sit in the car and hold the steering wheel tight and then shake the wheel back and forth. If you put your hand on the tie rod you should be able to tell if its clicking right inside the rack. If so its almost definitely the inner tie rods. Wouldnt be first I have replaced. They probably used cheaper parts when rebuilding yours.
