You could have a tiny pinch on the lower injector oring and that could cause issues and flooding within the cylinder, but seemingly still hold pressure in the fuel system. I've removed pinched o-rings, reinstalled with a decent amount of lube and the replacement one pinched, too. Our rails hate transfer of injectors, so I'd quadruple check that last injector's orings before you resort to moving onward. And to answer your question, yes I've seen injectors that ohmed fine be stuck open and constantly spraying fuel. However, in every situation that happened, the injector just dumped tons of fuel often to the extent that it runs out the exhaust.
