The PCV System is there to cause a FLOW of air through all the Voids of the Engine.. the Blowby Gasses contain unburned fuel, and water. The Water will settle out in the areas of the Engine that have the least air flow naturally.. and this is the Cam Covers. With a properly designed and operating PCV System, the water vapor and the HC Vapors do not have a chance to settle out on the engine surfaces.. a SLIGHT amount of vapor is pulled through the engine ( usually from the High Spots ) to suck this crap into the engine and burn it.. If you just 'Plug Off' the PCV System, and vent the crankcase to the atmosphere, there is no motion to the vapors that have risen to the top of the cam covers, and the water will settle out in the high spots of the engine..
