Pretty much in that order. Once you clean the throttle bodies and get them properly set (do not do this with the hoses on, you need to see how the butterflies are set), set TPS at 4-5v closed throttle, with the iacv connector disconnected, once the engine is warm you can adjust the screw on the iacv to set base idle before plugging it back in. Set the cas to 15 degrees on the crank pulley, and if you have a problem that adjusting the cas to 25-30 seems to fix, you need to pull apart your timing covers and count the timing belt teeth as you've probably jumped.
