The washers have a tendency to slip under load, and they really don't offer much functionality. I recommend replacing them with the eccentric lockout kit that SPL sells and using adjustable arms to dial in your alignment. As far as removing it now, I slip a flathead into the tightest spot between the washer and subframe, then turn the bolt while the washer is stuck in place. If you plan to remove it entirely and replace it, I've also had success tapping the bolt out with a hammer, effectively destroying the threads on the bolt.
