| 1 as you stated the crank pulley may be no bueno, gain access to a stock one and match up the key holes then scribe the stock timing mark on your current pulley (make sure they're facing the same direction 2 the splines on the CAS aren't correctly lined up somehow, possibly something snapped inside? 3 the bearings on the timing pulleys are jacked up (maybe one of the studs are bent??) and the belt may be "a little off" as a result 4 the belt you bought is poorly marked and even though you lined it up right it's "a little off"
