Subject	Bad alternator?

Message	I got a rebuilt alternator for the Zed a month ago and got it installed by a mechanic. What is happening now is that the dash lights are pretty dim when i start the car but when i rev, they get brighter. I checked the battery voltage before starting the car and it measured 12.7 volts. When i started the car, i got 12.2 volts. When i put load on the car, it gave me 11.8 volts. After i rev the car and the dash lights got brighter, i checked the voltage with the accessories on and it gave me 14.9 volts and when I turned the accessories off, it gave me 15.2 volts. What would cause the dash lights to be so dim when i start the car and go brighter once i rev? I have searched quite a bit and found a few possible solutions. The alternator belt could be loose. The voltage regulator on the new alternator could be bad or I might have a bad/loose ground somewhere. Can somebody help me as to what might cause this? I am not that good with the electrical things.
