Subject	what would cause the IACV to do nothing?

Message	whether I unplug/plug the IACV, the RPM does not drop/raise. IACV ohm's to spec, i've tried 3 different IACV's. I have opened up, and cleaned them out as well. I'm getting sick and tired of my rpm being low, and then when i'm slowing down and disengage the clutch from a high rpm, the rpm dips to below 800, usually to ~200rpm level, and sometimes stalls. Most annoying when making a right hand turn and the car shuts off and no power steering.
