brackets very loosely before final tightening solves the issue (even with the top side bolts already finger tight). I've swapped plenums too but never had much of a problem with the fit when I did it this way. Did have issues when not doing it...

There's really no reason that seal should be leaking...

Agreed. There is plenty of surface area to insure a seal.
