I discovered I must have a short somewhere in my new EFI harness. One cylinder number 5 coil wire, when looking down at the open part of the harness, the right terminal has continuity with the proper terminal on the PTU harness, but it also has continuity with a ground which it should have. I'm thinking this is causing the no spark issue. Now I can try to trace down the short but I don't want to hack up my brand new harness too much.
