test is to pull the plug off it, then put a jumper in the plug. A piece of wire will do for a quick test. (I left it this way because I didn't want a clutch switch at all.) ....... Does the starter relay now "click" when you turn the key? If so, then another thing to do is look at all the wires at battery and starter for breakage, disconnection or corrosion. If in doubt, clean, fix or replace. Make sure the cable is secure on the starter (I once had the shop forget to tighten that nut, so the cable came off.) If the relay doesn't "click", then I'd check to see if it's getting 12v when the key is turned, which might suggest ig switch.
