is likely giving crap readings? If so, is there a way to test it? The only test I previously found and performed was utilizing a cloth and some brake fluid over the sensor to see if the sensor reads full rich, which it did. If my understanding of the o2 alpha's is correct however (no one has confirmed), then your diagnosis seems like a fair possibility. If I've had a bad wb sensor all this time causing my tuning issues I'm going to kick myself.
