Message	(not sure how FPC works, so its just a thought that came to my mind) Fuel pump controller may be sending out a weak signal at it's slower setting, then when its higher setting kicks it may be ok. I haven't heard much about them going bad, but it couldn't hurt to swap one for a sec and see what happens.
