Also, The TT's multi-speed pump comes to mind.
If the voltage supplied under light load is insufficient it would disappear when the higher voltage for higher throttle comes online.

The FPCM is of course notorious for being wonky.

AliaZ' take on possible leaky insulators, etc could be right on.
The carb cleaner trick is fast and will help out immensely.
(Just get EVERYWHERE, some have missed leaks because they didn't hit the right spot when they first tried)
