Subject	Starter Issue?

Message	Alright guys, whenever i try to turn on my 300zx it turns over very slowly but then eventually turns on. I did a voltage drop on the positive cable and it read .3 volts on the multimeter, so the positive cable is good. The battery is also good. Do you think the starter is going bad?
