Message "-disconnected the yellow femal connector on the IACV to set idle/rpm (750 +/-50) with idle screw but the rpm did not change. I turned fully CW and CCW and no change in idle/rpm (confirmed)."

If you're able to turn the screw in all the way and not see a change in idle, you have a vacuum leak. Plus, a vacuum leak would cause stalling at idle and maybe even slight hesitation.
