Message	Approach them one at a time. First, find out why it won't turn over by hand. Pull the crank pulley and make sure you are good there. Start looking at the wiring harness from CAS to the ECU. If everything looks good, start looking at the ECU. You have basically answered most of your own questions, but then said I didn't have enough time. When you find time, check out those things and report back.
