If that valve is clogged, you won't have cold air, or it will be slightly cold at best. This was not my issue, and presumably not my problem. As DE944 stated above:
"Mine had a similar issue, i had checked everything and my high side kept developing excessive pressure. The high side pressure would get so high that it would pop the relief valve on the compressor and shoot freon all over. I changed the expansion valve and gutted the tsv and still had the problem. It ended up being a dirty condenser."
