When I buy any used car, I always replace the plugs and do a general tune up. It's a good place to start and can be done along with the 6p's.

Power loss at the top end can be a variety of things. Clogged air or fuel filters for example. NA Z's have high compression engines. I doubt a car dealer bothered to use premium fuel so you could be suffering from pre-ignition at the top end under load. Would cause a definite boggy feel and will destroy the pistons if it continues.

Has it had the timing belt serviced? I'm not positive but I think that a cam that is off a tooth could cause a lack of power at the top end. If you are not sure about the belt, change it just to prevent breaking.
