Subject	Help! Replaced oxygen sensor and still won't work

Message	So my ECU diagnostic was telling me I had a lazy RH side oxygen sensor (Passenger side). I ordered a new one and replaced it. After replacement my O2 sensor and getting it to operating temperature it still will not pass the ECU diagnostic. After hooking it up to ODB SCANTECH I can confirm that the LH side sensor will fluctuate from 0-0.8 volts but the RH side one goes from 0-0.1, but only like once or twice every ten seconds and only when I rev it up to 3000 RPM or more. Any ideas?
