Message You can remove the inner and outter tie rod and leave the outter attached to the steering knuckle. If you choose to remove the outter tie rod from the knuckle you will likely need a tool like this:

I bought one at harbor freight.

To install, it doesn't need to be pressed in. It's cone shapped.
