The FSM indicates it as part of the fuse block (the one by the driver's foot), and also shows it using connector B4 to continue to the control unit. B4 is indeed one of the harness connectors used at the fuse block. If all your fuses are good there, you should be okay. Have you checked your parking brake switch? They tend to go bad/out of adjustment and will prevent the shock actuators from turning.
Also have you tried removing an actuator and flipping the switch? It's possible that they're turning and the shocks are blown (though less likely than it being an electrical problem).
