The power steering pump HATES to move. I usually use a 2x4 and a hammer to get it to move a bit. Try to avoid using a metal bar to transfer force to the pump, I could see that damaging the pump. Sometimes, even after loosening the pump and sliding it as much as it will go, I still can't get the belt all the way on. When this happens, I get the belt on as much as I can, and then manually rotate the crank clockwise to pull it on the rest of the way. Works every time!
