Message	out I applied rust neutralizer and then topcoated with some kind of spray-on tarry undercoating? Maybe a previous owner did similar? Also possible someone jacked on that bar by mistake (common issue) and it was replaced/rewelded with something from a parts car? Just my guesses?....
