Subject	Fuel Vent Line - How does it work?

Message	Is the carbon canister and vent line used to vent high pressure from the tank or low pressure? I know there is a one way check valve right next to the tank for the vent line, but which way does it operate? I'm trying to figure out why my fuel pump was able to develop low enough pressure in the tank to collapse the tank.
