Message	Don't cut your pipe. If you cut it, and the problem is not solved, you'll have a hell of an exhaust leak to accompany your problems. Check for irregularities in engine vacuum. If the cat is plugged, that will definitely be off. Also, you can check back pressure at the O2 sensors with something like this: [ http://www.amazon.com/Tool-Aid-33600-Exhaust-Pressure/dp/B0002SQW9S ] Spend more time on diagnostics before cutting anything.
