Message	know that the fuel pump only operates a few seconds when you turn the key on (that is, if you don't start the car). Maybe the fpc does that. I'm the type who first likes to gather all the information I can, and I do the easy tests first, in hopes of saving myself from doing the harder tests. Relays go out a lot, and they are easy to test. 12v across the small prongs should cause zero resistance across the big prongs.
