Message There shouldn't be a bolt there--it's only used during installation, but the thought was that if the bolt was still there (and tightened down all the way), that would explain why the tensioner was squashed.
But since it's not there, that's confirmation that your timing belt is really, really just too tight.
Pull out a bolt from your cooling fan (one that attaches the fan to the clutch) and put it in there. Then loosen (don't remove) the three 12mm bolts holding the entire tensioner assembly to the block and let it rotate away from the belt just a tiny bit, then snug it back down, and slowly remove the small bolt you just installed in the tensioner. You should have about 4mm gap between the tensioner's piston and the arm, maybe a bit less. Use a big wrench to rotate the engine by the crank pulley a few times, and remeasure.

In a nutshell, the tensioner assembly can slide around a bit where it mounts to the engine block. You want to get it into a position so that when the tensioner is extended, the gap between the piston and arm is about 4mm.

Just remember when you're installing or removing that little bolt (the one from the clutch fan), turn it VERY VERY SLOWLY. I've heard of waiting 15 seconds between each turn. If you go too fast, it'll break that tab.

When you're all done, pull that little bolt back out and put it back in your fan.

But: I still think you should replace that all with new stuff, especially since the belt was too tight, which probably added stress to the rotating components.
