Message somewhat open, not all the way, and freezing temps should have the shutter open full (at least if its working properly).

The hat youre referring to just covers a lever that moves the shutter...take the shutter off and see for yourself (just dont bend/lose the spring).

The regulator just helps cold startups by allowing additional air into the intake, the heater heats the bimetal which rotates that shutter counterclockwise slowly to close.

Full clockwise = engine/ambient is dead cold

full counterclockwise = engine warmed up

Not sure if there is a way to test it off the car, but if it ohms out and your idle is higher at cold startup then when its warm, its safe to say its functional.
