Message the plate with the hole is pulled all the way counterclockwise (looking from the plastic side of the regulator) by the spring. Rotating clockwise will enhance the flow. The hole is like a new moon but has an elargement that will come into "view" (of the through hole) by clockwise rotation. There is also a hat-like structure on the plate that looks like some sort of electronic componenet.

Still it makes no sense to me how it can raise the idle at start up. Some discussion suggests the IACV vlave itself, controlled by the computer (looking at the temp snesor), does most if the high idle work and the regulator adds additonal air. It is an open hole into the plenum through the balance tube.
