| They slow the boost pressure that the intake plenum is seeing. They are in between the plenum and turbo wastegate actuator. It slows the pressure signal from the intake manifold to the wastegate actuator.. If the signal is delayed, it will allow the wastegate actuator (flapper door on turbo) to remain closed... which will make the turbo still continue to build boost. The bigger the boost jet, the lower the boost. You can drill those boost jets out a little (.035" = approx 13-15psi, You probably have .030" which is giving you around 18psi ,, (These are approximate boost pressure numbers on stock turbos) Boost controllers work the same way, except there is a solenoid that opens and closes and stays partially open to slow boost signal to control boost (the boost control is much more precise, much less chances of boost spiking etc) Like you said about checking your ignition timing. I would FIRST check that.. Put it to stock base timing (~15 Degrees, +/- 2 degrees)
Check your plugs and get the proper gap and heat range. You also should verify you are getting proper fuel pressure. etc etc Also, I have a brand new APEXI AVCR boost controller still in box.. Also, this site has almost an endless supply of technical knowledge for these cars.. Just use the search function. You would also benefit if you bought a Factory service manual.
