I wouldn't even *touch* that job unless I tried the other tricks for cleaning lifters *and* verified it was not the VTC/cam gears. New OEM lifters are ~$700 If you're removing the heads, you either crazy and doing it with the motor in, or removing the motor.(Still crazy, but not as much work) That being said, you can do everything to your car while doing lifters depending on which one you do.
Check your compression FIRST, no sense in going in 6 months down the road because you've lost too much compression) Absolutes: -PCV valves and hoses
-Throttle body bypass
-Service/Check IACV
-Replace Knock Sensor and subharness (unless recently done)
-Intake and exhaust valve cover gaskets including BDE half-moons (new crush washers optional)
-Clean out EGR tubes (IF you still have it)
-Replace the 2 coolant hoses next to the EGR (IF removing the motor, replace the one for the DS turbo above the tranny)
-Freeze plugs
-Energy Suspension steering rack bushings (IF the motor is out, it'll never be easier)
-Check the high pressure steering line Optional: -New vac lines, silicone, color of choice, including break and clutch booster(Which usually break @ the plenum on removal).
-New fuel lines under the hood, old ones are ticking fire-bombs.
-Delete EGR
-Upgrade your injectors if you have old-style (12V mod and new style are good, if u have plans for mods later you should go 740cc)
-EFI harness, if you don't have a new one, never a better time
-Different cam? If doing non-OEM lifters, might as well get performance out of them.
-New clutch and light flywheel (If removing the motor, why not?)
-Extrude hone the plenums (Improving airflow can be a good thing)
-2.5" IC piping, Massives and Z1 TBs (Gains are big, and with everything outta the way, a good time. totally optional)
-Bigger turbos (With the heads off they come off too, great time for it)
-MSP manis (If doing turbos as above, why not?)
