| He's right, that piece you pointed to simply bolts against the sub frame bushing. The sub-frame bushings are silicone filled, and show they have expired by leaking the fluid. These are horribly, terribly messy to cut out/remove, but if you want your handling to stay top-notch/have less wheel hop you'll wanna replace them.
OEM are extremely expensive, so for ride comfort most replace them with Energy Suspension brand poly-urethane bushings. Those who don't care about hard-rinding/noise just use solid aluminum ones. The removal process is foul, and I don't envy you!
