10% of high and considered out of range but not too bad. When you did the compression test did you do a 2nd test with a couple squirts oil in the cylindere and see if the compression stayed the same or went up. If compression went up that would indicate rings are leaking somewhat, if not there may be leaking valves. With only 177 miles on rebuild I would give the rings more time to seal. The cooling system pressure test is needed. Do it with a cold engine only. Pressure should hold steady if no leaks.
