Message	both fully plugged in. I once chased poor and irregular boost before finding one of my solenoids was not fully plugged in, even though it looked like it was. (You didn't say, but I'm assuming you're running JWT-supplied boost jets, and that you've checked injectors and plugs.) This is just one thing to check. It's more likely, from what I read, a boost leak somewhere.
