place by the rack bushings, there is likely play in the rack itself if you can move the wheels back and forth without the steering wheel moving. Put the car in the air, grab a wheel at the 3 and 6 o'clock position and work the wheel back and forth while someone watches underneath to see where the movement is taking place. Also watch for movement in the upper control arm bushings which is pretty common. This can be done by grabbing the wheel more at the 7 and 1 o'clock positions and working it at that angle.
With the wheels a little off the ground, take a bar or piece of wood and put it under the tire. Lever it up and down to see if there is wear in the ball joints.
