I have a 90 twin turbo that will not start. The timing, fuel and air are all good. There is no voltage going to the coils. The ecu and ignition relays are both good and have continuity when activated. I removed the ecu and checked the voltage going to pin 16, an orange wire that comes from the relay, it has battery voltage. The shop manual says this is supposed to be a .8v-1v wire. The wire has no continuity with negative when the harness is removed, so no shorts to ground. I inspected as much of the harness as I could and saw no damage or shorts to positive that would cause this high voltage. Does anyone no of any other test I can do? As of right now this seems like the ecu is drawing in to much voltage, or there is a short to positive I can't find. Thanks
