Message there is always pressure loss associated with flow. Static pressure may be 60psi, but it isn't that high with the water running.

Also, there is not a "hefty" safety margin as you describe built into a radiator cap. Having a radiator, hose, or heater core rupture is a far worse failure mode than a boilover. I don't recommend high pressure radiator caps for this reason. There seems to be a correlation between heater core failures and the usage of high pressure caps. Maybe it's a coincidence, but I doubt it.
