Message system. All the valve does is slow down how quickly the displaced water
gets replaced. As soon as the water has nowhere to go, the pressure will
equalize.

Do this: Turn your kitchen faucet on at a low pressure. Then, take your
thumb and try to stop the flow of water. You will be able to stop it for a
short time, but as soon as there is nowhere left for the water to go, you will
be dealing with the full pressure of the system. All turning it on low did is
allow you to delay when it reached full pressure.
