Message	your configuration should provide what you are thinking - wastegate only controlled boost at around 7psi. If you are getting no boost, I would think there is a massive boost leak. I don't know your history - is your boost gauge reading vacuum? If the engine runs decent, the leak must be on the atmosphere side of the MAS otherwise I wouldn't think it would run at all. I suppose that it is also possible that there is a problem with the wastegates themselves - broken/bad springs or stuck open some how.
