The "offset" typically happens when someone has forgotten to mark the spline before removing it, say when installing steering rack bushings, and then puts it back in a spot that is different.Not really hard, but does take some trial and error to find the right spot. Make sure you mark the spline before you remove it, so you can rotate it a few spots on the spline and then replace it. You won't know if you've got it in the right spot until you take it for a test drive. Try searching "replace steering rack bushings" for more info on the shaft and spline.
