Subject	Federal or California emissions...in the chip or ECU ?

Message	Ok, here's a good question: Is it the chip or the ECU itself that determines whether the car will run on Federal emissions standards or California emissions standards ? I guess what I'm really asking is, can an ECU that started out for California emissions be converted to Federal emissions ?
