if they gave whp for the same model, there would be differences between 2wd and 4wd, manual and auto (and that can still be the case with crank), final gear in some cases and possibly even wheel/tire combos. So instead of having to dyno for all of those different combinations, they can just stick to crank. And it gives them bragging rights- mostly marketing hype. Why would they list a lower HP figure if they can just go with crank hp? There is probably more to it based on historical measuring and it just stuck over the years.
