or did you just happen to notice it there? Regardless, rubbing compound would be fine. If you plan to use a rotary polishers, I've found that it's easier to burn paint on plastic bumpers than on metal panels, so go easy. Try a milder compound first and see if that does it. FWIW, I used Meguiars 105 compound on my white rear bumper the other month without any issues, and it's a pretty aggressive compound. Fine for white, but for a darker color (like red) you'd definitely want to follow it up with a finer polish to remove any haze that might get created.
