Message	I see many rusted ones here on fuel filler hoses, and I usually bend them/snip them, and replace with a new clamp of your choice. Use some long needle nose pliers and twist the sucker until you can snip it off with side cutters. That’s what I would do. If I saw that clamp I would even try to loosen it lol snip it off
