The journal bearing turbos can spool the same or slightly quicker, giving the car an earlier torque band. The BB turbos retain higher rpm while off pedal, (think between shifts). Journal bearings are better for normal street applications but have a tendency to fail under higher G-force loads and vibrations, since it relies on a continuous cushion of oil to keep surfaces from bottoming out, which can be interrupted in more aggressive driving situations. Whereas the BB turbos can stand being starved of oil intermittently without creating hot-spots and friction wear points, so better for reliability in racing applications. There is plenty of info out there to go into the pros & cons. Get what fits your intended application.
