All new foam, yes. No reason to do it and not replace that. I HIGHLY recommend hiring a professional upholsterer to install even a pre-cut kit. There are tools, tricks, techniques, and just hand strength at weird angles required to do this well. I have done a couple kit swaps in the past and they never came out as tight and tidy. But starting with a pre-cut kit saves your upholsterer time and labor if it's a good one. Note that a lot of kits for our car don't come with the headrest leather (maybe it's not leather on the factory seats?) so my installer had to make those to match.
