That front bolt is doing basically nothing the way they notch the plate and don't have the vertical web continue forward. The center bolts are taking the majority of the loads, since they're right at the hook. The vertical web will spread some of the load, but really not much. That said, it's probably well overbuilt. You could probably get away with just the two center bolts and be fine.
