Message	Im thinking, since we're both in an emissions county and 96 not being old enough yet for safety inspection only. Once the VIN is pulled and comes up as a 96, they'll hook up to the OBDII port and there wont be any communication with the pre OBDII ECM and you wouldn't get that sticker. The problem is the VIN will always be required to meet OBDII reg for emission tests unless you wanna risk rolling around without registration :\
